Pembr makes flagship St Stephen’s Green office move.
Flexible workspace provider Pembr has signed the largest transaction in its history, securing the entire 40,000 sq ft office building at 16 St Stephen’s Green as it prepares to mark 20 years in business.
The Dublin-based company will occupy the full building, which is set to become its flagship location when it opens in 2027.
Founded in 2007 by Thomas Lenehan and Bob Manson, Pembr has grown from a single Georgian office property into one of Ireland’s leading serviced office and flexible workspace operators.
Its customers include multinational brands such as Shein, Expedia, ClickUp, Rippling, Temu, Significant Health and Munich Re, alongside a number of Irish businesses.
The latest acquisition strengthens the company’s position in Dublin’s central business district and marks its third property on St Stephen’s Green, complementing existing locations at numbers 24 and 25.

“Securing 16 St Stephen’s Green is a defining moment for Pembr and represents the biggest investment we have made since founding the business in 2007,” said Bob Manson, co-founder of Pembr Flexible Office Solutions.
“As we approach our 20th anniversary, this is one of the most important days in the company’s history and a major milestone in our growth journey.
“Over the past two decades, we have grown steadily from a single building into one of Dublin’s leading flexible workspace providers, supporting a diverse mix of indigenous start-ups and scale-up as well as global businesses. This transaction is an important milestone in that journey and reflects our confidence in the future of Dublin as a place to do business.”
Originally constructed in 1779, 16 St Stephen’s Green combines restored Georgian architecture with contemporary Grade A office accommodation overlooking one of the city’s most prestigious locations. Pembr plans to dedicate more than 10,000 sq ft, equivalent to approximately 25% of the building, to shared amenities, hospitality-led services and collaboration space.
Facilities will include a staffed reception, meeting rooms, phone booths and Zoom rooms, a barista café, wellness centre and end-of-trip facilities including secure bicycle parking and showers. The investment reflects the growing importance organisations place on workplace experience, employee wellbeing and creating environments that encourage in-person collaboration.
The deal also represents a full-circle moment for the business. The first building leased by Pembr when the company was founded in 2007 was owned by October Investments. Nearly two decades later, Pembr has once again partnered with October Investments to secure what will become its flagship location and the largest transaction in its history.
